Because Paul is a Jew who has accepted Christ as the Messiah and been sent out to the Non-Jews (gentiles) to preach the gospel a lot of Romans will deal with the issues brought out in this chapter. The major issue is that some Jews were maintaining that the gentiles must practice the religous rituals of Judiasm, become Jews, before they had an opportunity to become followers of Christ. In Ch. 2 Paul is establishing that going through the motions of religion has little effect if your life does not reflect commitment and relationship with God.

Are Christians (people of God) ever guilty of getting non-Christians to do religion while forgetting the relationship?

We must remember that our goal is Christ it is not to be better than other people, that turns us into judgemental, half hearted Christians. Look at Christ, go hard after Him, love people, and....
